When used as an outer ply wood, which is faster, Hinoki or Koto wood?

Blades made of Hinoki wood are faster than those made of Koto. Sardius and Primorac Carbon, the fastest blades from Butterfly, have Hinoki as the outer wood.

Hinoki blades are faster. Hinoki wood are denser than most other types of wood used in table tennis blades.

Thanks. Since they are denser, are Hinoki blades generally heavier than Koto blades?

No. It also depends on thickness. But with the same amount of thickness, Hinoki blades are generally heavier.
