Why they are no central layer of carbon?

In table tennis blade, they always put the carbon layer in either the 2nd or 3rd layer? Why do blade manufacturers don't put carbon at the central or middle layer?

The central layer usually consists of softer woods, which provide flexibility and a better feel for the ball. By keeping carbon away from the center, manufacturers can ensure that the blade retains its natural flex and feedback while still benefiting from the added stiffness and power that carbon offers.
