What are grounds for penalties in WTT Tournaments? What are the consequences of cancelling or not participating in WTT Events?

If a player fails to withdraw for a certain time period. For example, for singles events the following is stated in the 2024 WTT handbook
"Singles events: Players who do not wish to play in Qualifying have one (1) week after the entry
deadline to cancel their entry without penalty. "
And I believe the penalty is a monetary one. This is probably the reason Quadri Aruna got upset when he had to pay for penalties when he missed a WTT event.
