Why are there no all-carbon table tennis blades?

Why are table tennis blades composed of at most 2-3 layers of carbon? Is it the limit? Why don't we have an all-carbon table tennis blade?

The reason there are no all-carbon blades is that the ITTF only allows manufacturers to infuse a limited number of carbon layers into the blade.

Under 2nd chapter (2.4.2) , The Laws of Table Tennis,  of the ITTF Handbook 

"At least 85% of the blade by thickness shall be of natural wood; an adhesive layer within the blade may be reinforced with fibrous material such as carbon fibre, glass fibre or compressed paper, but shall not be thicker than 7.5% of the total thickness or 0.35mm, whichever is the smaller. "

This means the maximum allowable amount of carbon that can be used in table tennis blades is 15% if the blade's composition.

An all-carbon blade would easily break the plastic table tennis ball. 😆
